The office of the Register of Deeds is constitutional, but the duties are statutory, and the legislature may, within reasonable limits change the duties and diminish the emoluments of the office, if the public welfare so requires.

A Register of Deeds shall be elected in each county of the State by the qualified voters of the county. The Register of Deeds shall serve for a term of four years.

The responsibilities of this office is to maintain access to public records, maintenance and repair of records and to assist the general public in records of real estate recordings, maps and plats, personal property records, births, marriages and death certificates.

The uniform fees of Registers of Deeds as provided in G.S. 161-10. All fees collected under this section shall be deposited into the county general fund.
